The team behind the regulatory rebel

Regulatory specialists embedded across five markets. A senior team from manufacturing backgrounds. Customer-first by design, not by default.

Arcus is not a one-person operation with junior subcontractors. It is a team of regulatory specialists with genuine expertise in the sectors and markets they serve. The depth is real. The geographical reach is deliberate. And the customer-first operating model is built into how the team works.

Our Regulatory Specialists Across Five Markets

United Kingdom
Our UK team covers the full UK regulatory compliance spectrum. Cosmetics and personal care under UK retained legislation. Novel nicotine under the TRPR and emerging Tobacco and Vapes Bill framework. And the Primary Authority programme that is unique to England.

1 of 6

Mainland Europe
Our European specialists cover EU cosmetics regulation (1223/2009), the TPD across EU member states, and the specific requirements of the key European markets where brands most commonly expand.

2 of 6

China
China is one of the world’s largest cosmetics markets and one of the most distinct regulatory environments. Our China-based specialists provide regulatory intelligence and market entry support that cannot be replicated from a European desk.

3 of 6

Middle East UAE
UAE and Saudi Arabia are the primary markets, with coverage across the GCC. Our Middle East specialists understand the registration processes from practice. They understand how these processes actually move, where the bottlenecks are, and what accelerates approval.

4 of 6

Indonesia
One of the largest cosmetics markets in Southeast Asia with a specific regulatory framework through BPOM. Our Indonesia-based specialist provides local regulatory expertise for brands targeting this market.

5 of 6

North America

Our North America team covers cosmetics and personal care compliance across the United States, Canada, Central America and the Caribbean:

  • United States federal law under the FD&C Act and MoCRA, including FDA facility registration, product listing, safety substantiation and adverse event reporting, plus the state patchwork from California’s Prop 65 to PFAS bans and New York’s 1,4-dioxane limits
  • Canada’s Cosmetic Regulations, including Health Canada notification, the Cosmetic Ingredient Hotlist and bilingual English and French labelling
  • Central America’s harmonised technical regulations and sanitary registration, and the national requirements across Caribbean markets
  • The cosmetic versus drug line across the region, where products like sunscreens and antiperspirants become over-the-counter drugs in the US and can fall under drug or natural health product rules in Canada

Why the Manufacturing Background Matters

The Arcus senior team did not start their careers in regulatory consultancy. Most came from manufacturing, commercial operations, or product development in regulated industries. They moved into compliance because they understood the operational impact of regulatory decisions from the inside.

That background changes the quality of compliance advice. It means Arcus advisors understand what it costs when a filing is delayed, what happens to a production schedule when a label change is required, and what a compliance decision means for a brand's commercial position.

Customer First: What It Actually Means

Customer-first at Arcus means every client has a named contact who knows their business. It means response times that respect the fact that compliance decisions often have commercial deadlines. It means advice given in the context of the client's business reality, not hedged so comprehensively that it is useless.

It also means being honest when the answer is not what the client wants to hear. Customer-first is not the same as telling clients what they want to hear. It is giving them the accurate, commercially aware advice they need to make good decisions.

Let's discuss your regulatory challenges and find the right path forward together.
